About NZIV

Who we are

The New Zealand Institute of Valuers (NZIV) is the guiding force behind the nation’s valuation profession. We stand for knowledge, independence, professionalism, and credibility — values that underpin everything we do to protect the integrity of property valuation across Aotearoa New Zealand.

Established in 1938, NZIV has held a statutory role since 1948 under the Valuers Act.

Our mission is to support excellence and ethical standards within the profession and to act in the public interest.

Our Role

As set out in the Valuers Act 1948, our responsibilities include:

  • Promoting ethical conduct among valuers
  • Upholding the integrity and status of the profession
  • Supporting ongoing education and knowledge-sharing
  • Recommending legal reforms in land valuation
  • Facilitating the resolution of professional disputes
  • Advocating for the public interest in land valuation matters
  • We maintain our own Rules and Code of Ethics, which can only be amended with Ministerial approval.
Council Governance

The Council is made up of elected NZIV members from across the country, ensuring regional representation and professional diversity. It includes:

  • 3 representatives from each of the Northern, Central, and Southern regions
  • The NZIV President
  • 1 appointee from the Valuer General

Claire McLellan

President - New Zealand Institute of Valuers.

Claire is the Director of Quality and Risk Management (NZ) at CBRE. As NZIV President, she leads the Council in advancing the profession and upholding ethical practice across New Zealand. A senior Registered Valuer with a strong background in residential and commercial property across Otago and Western Australia. A Lincoln University graduate and Future Leader scholar, Claire has worked on a wide range of asset classes—from prestige residences and mixed-use developments to childcare centres, trading properties, land subdivisions and general commercial assets.  Dedicated to training and mentoring valuers to mitigate risk and drive quality and ensuring compliance with industry standards and internal policies. Member of the NZIV Finance Audit and Risk Committee.

Andrew White, FNZIV

Second Vice President & Central Region Representative.

Andrew has been a Registered Valuer since 2003, specialising in commercial and industrial valuations. He also manages the day-to-day operations of My Valuer Limited. Passionate about the future of the profession, he is dedicated to promoting the relevance of Registered Valuers in New Zealand, mentoring emerging professionals, and ensuring NZIV remains a key part of their professional journey. Since May 2021, Andrew has served on the NZIV Council, where he chairs the Marketing Committee and oversees applications for advancement to Associate Member (ANZIV) status. 

Heather Beard, ANZIV

Immediate Past President & Southern Region Representative.

Heather is a senior Registered Valuer and past NZIV President. She has developed deep expertise in commercial and industrial property valuations, rental assessments, and insurance valuations. Her portfolio includes managed apartments, tourist accommodation, lifestyle blocks, and residential developments. Heather became a Registered Valuer in 2017 and is known for her analytical approach and commitment to professional standards.  Member of the NZIV Finance Audit and Risk Committee.

Matt Snelgrove, FNZIV

Northern Region Representative.

Matt is Director at Savills in Hamilton, with over 30 years of experience in the Waikato property sector. He specialises in commercial, industrial, and specialised asset valuations, including development land, leasehold assets and ground rent reviews, service stations, childcare centres, and telecommunications infrastructure. Matt works with a diverse client base, including private investors and developers, banks and financial institutes, corporates, and government agencies, and is known for his strategic insight and market knowledge.

Matt Tooman

Northern Region Representative.

Matt brings over 30 years of experience in valuation, sales, and advisory services. He is a specialist in complex valuation matters, including site acquisition and disposal, expert witness testimony at arbitration for ground rent reviews, and in mediation for compulsory acquisition of subterranean land. Matt is recognised for his rigorous approach to valuation and his ability to navigate property matters with impartiality.

Talei Atwell, ANZIV

Northern Region Representative.

Talei is a Registered Valuer based in Whangarei, Northland. A Massey University graduate, she joined CBRE (previously Telfer Young) in 2017 and focuses on residential and lifestyle property valuations, including coastal, residential developments and insurance assessments. She is actively involved in the Northland Branch and is passionate about supporting the next generation of valuers. A proud Northlander, residing in Kerikeri with her partner and two young children Talei brings local insight and community connection to her work.

Hamish Bills, FNZIV

Central Region Representative.

‘Hamish is a Registered Valuer, Fellow of New Zealand Institute of Valuers and Director at Truebridge Partners Limited based in central Wellington. With a Bachelor of Commerce in Agriculture (VFM), Hamish has been practising in the lower North Island since 1987. His expertise spans residential, lifestyle and rural valuations, including mortgage lending, asset division, compulsory acquisition, assessment of loss, subdivision, and insurance. Hamish is known for his comprehensive knowledge and trusted advice in complex property matters and for his role as an expert witness in litigation proceedings.

Paul Leogreen ANZIV

Central Region Representative.

Paul is a Registered Valuer and Director at Morgans Property Advisors in Palmerston North, covering the wider Manawatu, Horowhenua, Rangitikei and Tararua Regions. With over 30 years of experience, Paul has worked across residential, lifestyle, commercial, and industrial sectors. Now specialising in the commercial and industrial sectors, he is a panel valuer for major trading banks and serves a wide client base providing valuation and consultancy advice including government, councils, large property holders and developers. Paul is known for his practical approach and understanding of regional property markets. 

Blue Hancock FNZIV (Life)

Southern Region Representative.

Blue is a Registered Valuer and Life member of the New Zealand Institute of Valuers. A rural valuation specialist with over 40 years of experience across New Zealand. His expertise includes forestry, Māori land, compensation, and Treaty of Waitangi claims. Blue has acted as an arbitrator in private disputes and is widely respected for his work in complex and culturally significant land matters. Based in Nelson, he continues to provide strategic property advice nationwide. Chairperson of the Standards Board and WAVO Executive Committee Member.

Luke van den Broek FNZIV

Southern Region Representative.

Luke is a Director of Colliers Rural Valuation based in Christchurch, specialising in rural land valuation across Canterbury, Otago, and Southland. He provides expert valuation and consultancy advice for dairy, arable, pastoral, and intensive farming operations. 
Luke currently serves as the Chair of the Finance Audit and Risk Management Committee (FARMC) and is an NZIV Councillor for the Southern Region. He holds a Bachelor of Business Studies with Double Majors in Valuation and Property Management and Agribusiness from Massey University, and in 2021, he earned a Master of Business Administration with Distinction from the University of Canterbury's School of Business & Law.

Neill Sullivan FNZIV

Valuer-General (Appointed Member).

Neill is the Valuer-General of New Zealand, based at Land Information New Zealand (LINZ) in Wellington. A Registered Valuer since 1983, Neill has held senior roles in both the public and private sectors. As Valuer-General, he oversees the regulation of the rating valuation system and chairs the Valuers Registration Board. He also serves on the NZIV Council under the Valuers Act 1948.

Jeremy Tucker- Future Leader

Observer / Future Leader.

Jeremy is a Registered Valuer at Preston Rowe Patterson in Tauranga, working in the commercial and industrial team. Additionally, he has experience in rating valuations, and is actively involved in the Tauranga Branch committee, where he serves as Secretary. Jeremy is part of the Future Leaders Programme and is committed to advancing the profession through innovation and mentorship.

Registered valuers

Trusted experts in property valuation

Registered Valuers are recognised experts in property valuation. They must:

  • Be registered under the Valuers Act 1948
  • Comply with NZIV’s Code of Ethics and practice standards
  • Demonstrate technical expertise and professional integrity
